Lord only knows what that moron actually did. I suspect he didn't even normalize by the population, so that it would be actual results, not results per thousand citizens. And I'm betting he doesn't even know about correcting for confounding factors.
My guess is that kindergartens are found in less rural, more populated areas, and that the absolute rate of crime (as opposed to per capita crime) is of course more prevalent in more populated areas. But since he hasn't published his crackpot stuff (which he was working on for SIXTEEN YEARS!), I can't tell.
For all we know, he made it all up.
