Here in California, every time the neverending budget crisis comes up on the ballot, the very first thing we hear is how the state is going to have to close the parks, to try and save some money. They use our state parks as a club, to try and beat the voters into submission on new taxes, and increases on the old taxes, and extensions on "temporary" taxes they clubbed us into voting in once before. So what do we find out now, just as they are threatening to close down 70 parks, in order to save $22 million?

Do you even bother to READ the articles you posted? Or did you read just the first two paragraphs and assume the other 90% of the article was equally bad?

"It was unclear whether mismanagement or deliberate deceit led to the concealment of the funds.

State auditors found the extra money in two funds, one intended to finance the purchase and upkeep of properties for off-road vehicle recreation, the other for general park maintenance and restoration. The money came from user fees, rentals and fines.

Laird said state officials have not determined why the money was underreported, nor which official would have been responsible for the accounting discrepancy.

And the whole issue about raising taxes with regards to this?

Hart, also director of the Sonoma County Regional Parks Department, said officials there are shelving plans for a ballot measure to increase the county sales tax to help pay for parks.

"I don't see how at this moment in time, with this kind of black cloud hanging over the parks, we can ask taxpayers to support a tax measure," Hart said.

Sounds like you should really...READ...the whole article from start to finish and not stop after the first 10%.

well,.. we are talking about California!!!.. having both honesty and competancy together is not really the norm..

There was what went on in Bell, CA with those in charge going to jail.. And recently San Bernardino was under investigation.. is it incompetency or corruption? who knows but the various govts in CA seem unusually prone to these sorts of fiascos.. taxpayers dont pay them to be incompetent or dishonest.. they pay them to do a much better job than what they have been doing..

Perhaps if you had read the article yourself, instead of just putting on your snark glasses in a knee-jerk reaction to seeing my name, and cruising for something to bitch about, and applied some of that high-faluting edjumication your parents wasted so much money on, you'd have noted that I referenced items from the article in my comments, and wouldn't ask such stupid questions?

Maybe you'd also note that a sizeable chunk of that money was from the regular collection of fees, so somebody is full of shit about nobody realizing the money was there. I live here, I vote here, and I'm not buying their excuses about how it happened.

You seem to state things in your OP that a ballot measure to increase taxes are directly related to the financial condition of the parks in the state. Even though the article states in two seperate places, this is untrue. Further, stating you are annoyed that there would be enough money to pay for the problem, but somehow, someone, somewhere would try to raise taxes on the issue (i.e. knee-jerking reaction). Maybe I just looked at your material and figured you left out some good material to slam someone or some entity. You have been noted doing such in the past on a fair number of old threads.

I simply stated two passages within the article that clearly state something different from the direction you wanted the thread to head in. What I should have more clearly stated that both documents in question were paid with funds from sources that are not usually associated with taxes. Was the whole thing fraud or mismanagement of resources? I have no idea. That's why we investigate things further. Which is how we seperate 'facts and truth' from 'someone's agenda'.

I brought the issue up, with the link to the LA Times story, so a reasonable person might assume I knew what the article said. If you think the excuses offered are perfectly plausible, and make the whole thing okely-dokely, good luck with that position. Fees were being regularly collected, and for 12 years, nobody checked where they were going?

Shall I tell you about the state park with the odd little museum, around here, and how hard people in this community have worked to keep it open? Want to hear about the legislature planning to take the $54 million as a drop in the bucket for the general fund, so they can go right back to threatening to take away our parks unless we pony up with some more taxes?

At least ya'all found the money before the vote. Here, it would have been found after the passage of the levy and just prior to the next thing the local governing morons wanted.

Not only that, but the services on the chopping block are usually the ones that will strong-arm the most people to voting for it; fire, emergency, police, etc. School levies are passed under threats to sports, band, and busing, not Honors Vocational Agriculture 4, Taxidermy, or Conversational Latin.

California has been a mess for a while, and the reason is voter initiatives that handcuff government in both directions, while wanting everything to work out. It can't. It's a structural impossibility.
