The first thought that came to mind was a holly driving whip. It's an old english tradition to make a kind of riding crop out of holly branches that have been chewed by rabbits, much like the beaver art you are describing. I have a reproduction of an old monograph on the subject first published in 1893 (I took up a short-lived interest in whip making a while back and collected a number of how-to books on the subject, due to the rather intensive investment of a decent singletail. Lacking enough room to use a singletail, however, I have to content myself with paddles and floggers any way, so I never got geed enough at braiding to make a decent whip) Unfortunately, I don't know if the beavers nibble on anything in your area that would be suitable, but certianly if you found an interesting switch or the like, you could see about turning it into a toy. There's lots of information on the web. If you like, I can type up a digested version of the monograph I have, but it will take me a while due to other time constraints (It also takes a while to properly cure wood stock for a whip, so this might be a better idea for next year).
