Why discuss this? During the past four years is Obama responsible for all that was or was not passed by Congress? He argues the bills passed were his but those not passed were because of Congress. Same is true for the governors. Can't have it both ways. Fact is neither a president nor a Gov. can pass any law. It is done by Congress. As for having to sign or veto bills, it actually is not necessary. After a specified period of time most become law with or without a signature. Our Governor uses that when he dislikes a bill but knows a veto will be overridden.
