Once you find out which childcare it is, if you know a friendly lawyer, have him/her write a formal letter demanding this behaviour stop. It never hurts to pull out the big guns. [:D]

I feel bad for the neighbors (the neighbors have been great) and after they come by the dogs are amped up for the rest of the morning barking at everything and anything.

I've started joking that I'm turning the sprinkler on when they come by, but honestly I'm at a loss at how to get through to these women to do something about the kids. Someday one of those kids is going to antagonize the wrong dog or a dog that is not contained. I really don't want to have to lock the dogs inside the house every morning. Eventually, we will replace the fence with a solid fence, but it's low on the list of repairs.

So what would you do?

I'm sorry your dogs are getting all riled up, and hope you can resolve this soon.
I'd suggest planting some nice inexpensive hedges along the fence, and then turn
the sprinkler on! There are many more generations to come that will be walking that
same path, and I would do what I could to minimize the opportunity for this to happen again.

Just an aside... my uncle had a cyclone fence and he had eight german shepherds... on the other side of the fence was a parking lot for a government building. Though the employees never harassed the dogs, every morning the dogs would hit the fence barking. One year there was a storm and the cyclone fence had gotten blown down, my uncle had not known that the section had been blown over and had let the dogs out. He was getting ready for work and there was a knock on the front door. It was one of the managers from the building behind his house. He was asked if he could bring his dogs in, that the back fence was down in a section and the man's employees would not leave their cars. My uncle went in back and all eight german shepherds were sitting patiently where the fence used to be.

Back to the post... I agree, document, video tape and proceed... also poise's idea of a hedge is a good one and great justification for sprinkler use.

This is what I would do. Consult with an attorney before you do anything. All of this advice here is very well meaning and in the end may some good input but I would seek legal counsel before I acted in any fashion. What seems like a great plan to a layman may not be such a great plan. The video tape is probably a good idea just for the sake of depicting to the attorney what is occurring. Kudos for the way you are thoughtfully approaching this problem. I might already be in jail if it was me.

If it were me? Take the meanest-looking of your dogs. Put on one of those leashes with a long amount of line. And the next time they come by I'd take him out and walk him towards the front. Let him have enough leash to get close but not actually come close to them.

They look up and see a barking dog running towards them. That should cure them of that screaming at dogs.

I didnt read all the comments but Ima throw my two bits out there anyway...

If it were me I would go out and talk to the children themselves; ask the women to stop and then tell the kids why they shouldnt do that. When my dear old dog was alive I spoke directly to children trying to do inappropriate things to my dog. I ususally said something like, Do not scare my dog, you are not allowed to scare my dog You are bigger (?) than the dog and it is not nice of you to scare her. I am bigger than you and it isnt nice if I scare you is it? You cant be mean to dogs and you are being mean by yelling at them and scaring them. Please do not scare animals.

just a quick note on the above...

You won't be taking them away from anything more important.
Think of it this way, if those kids are allowed to continue to behave in that manner and learn to continue to harrass dogs and one of them gets mauled to death in the future because you chose NOT to call the sheriff....
Believe me, your situation is important enough to warrant the phone call.
If nothing else, maybe the police can come one day when the women are walking the kids past and monitor the situation.

Video, document, ask for help because obviously the women aren't going to correct the issue until they're forced.

Go to a Halloween store and buy a plastic skeleton. Smear it with raw hamburger. Give it to the dogs 15 minutes before the kids come by. When they do come by, they'll see the dogs nonchalantly gnawing what looks like human bones with meat attached.

Unfortunately, that's not an option. The outside line of our fence is landscaped and maintained by the city.

While turning the sprinklers on would be fun and would feel "justified" I think I would have to go against the idea. If "they" can prove that you turn the sprinklers on simply to get them wet I think it would be similar to spraying them with a garden hose, which I think in many (most? all?) jurisdictions is considered assault. If nothing else, at least find out for sure before you actually do it. If it turns out to actually be "legal", then go for it!

Yeah, it wouldn't work anyway. Both of our dogs are extremely affectionate and love getting attention, neither are aggressive. But, even one of them were aggressive, I wouldn't want to make a child afraid of dogs for the rest of their life.

You'd really put a shock collar on a dog that is otherwise quiet and well behaved when you are certain of what the provocation is? Really?

Here's one angle nobody has touched - is it actually illegal in your jurisdiction to walk down the street on public property and yell at and antagonize fenced in dogs? It might be worth finding out (hence my earlier advice to consult an attorney). You might call the law not so much to complain but to ask them what options or recourse you have in this situation. It would be cheaper than paying an attorney for his advice. If they aren't breaking the law then so much for calling the authorities.

I hate to say this but a neighbor on our block had a choice presented by the city...stop their dog from barking or have it forcibly remove to the pound. Well behaved and trained dogs do not bark even with provocation…or so they were told.

They looked into having the voice box surgically altered and the shock collar. They went with the shock color along with the training instructions provided. In a short time their dog no longer was a nuisance and no longer had to wear the collar so it is not as bad as it sounds.

I tried to tell the OP that the city will not look kindly on her barking dogs even if they are provoked by passing children and she is better off not contacting the police but to try and have the dogs and children become friends. Maybe even place a box of treats outside of the fence where the children can feed the dogs a treat rather then tease them… worth a try anyway.
