There is what it means and what it really means. The expression mocks those who put out. It is like calling a woman a bitch. You are not saying what she is, but what she is not. What you are saying is that she is not man's best friend. Those who are told to put out in the colloquial sense are being told to stop putting out, cease being moral so that they may be gratifying to the selfish.
