Actually not entirely. It it normally awarded to a person (or persons,) which the EU as an organization is not -

German humorists have asked if German murderers can put their Nobel Peace prize on their parole applications since the prize was awarded to the EU as a whole. Certain French wags wish to know when the medals and diplomas will be sent to France's citizens and what the proper form of display upon their walls are. Others wish to know if they are all required to go to Norway to get their awards or exactly who will receive them as agents.
Then the question of have the small fraction of the Euro each will receive will be spent.
Obama's award may have been controversial, but he is an actual person.
