Chris Matthews, Andrew Cuomo, and White House Press Secretary Jay Carney have all recently used the same phrase.

Of course ... since they are Democrats, that's ok. Palin's a Republican, therefore she's not.

That is the polite folks at google for you. In the vernacular it is a bit more vulgar.
One must remember that I live in southern california where if one does not speak spanish one is isolated linguistically from about 20% of the population.
