I've always found them under women's tops. Not always, mind you. Sometimes you find a rather plain one, or none at all. But in the latter case, you can usually tell before you check. The panties are always good clue, if you your path of exploration starts there. I've never found plain panties and a fancy bra on the same woman, or fancy panties and a plain bra for that matter. This organizational principle often, though not always, extends to the outer garments, allowing one to sometimes make an educated guess based solely on how she is dressed otherwise. I cannot, however, recommend relying to heavily on that rule of thumb in the case of casual outerwear. As they say, one never knows for sure.
