there's an entry for backweb 8876480on my start up when I go to msconfig

Backweb is installed with Logitech, HP, Kodak or IBM software.  Its one of the things you'll get mixed info about, some would say it logs mouse/keyboard activity to know when your computer is in active, others might say its used to install updates/patches and the like. 

One common opinion is that it should only be uninstalled by advanced users.  You are most likely safer to leave it on, then to delete it.
