Of course the republicans think that sending billions to other countries is a good idea.

I get the sentiment but I don't do second-hand opinions.

My opinions are based on what I think, not what someone else tells me to think or tries to manipulate me into thinking.

Apples and Oranges.

Taking care of the elderly, the ill, the homeless, etc. is a proper welfare function of government.

Foreign aid is most often a part of our geopolitical strategy recognising our role as a major international player.

For me, foreign aid is a great litmus test for political ignorance.

The unwashed think of it as blank checks, money "given" to foriegn countries.

That is not the reality, at best most is earmarked to be spent on US goods or services.

At worst its tied to some economic wedge being shoved down a countries throat to benefit a US multnational.

That's exactly what foreign aid is. It simply opens the doors to new (cheap) labor markets for large corporations who don't want to spend their own money laying the groundwork.
