There are large cuts to "welfare" programs to motivate D's. If they couldn't come up with a compromise by the end of this year, the cuts become law and immediately take effect. The cuts are also what is meant by "sequestration." Since this is a law, and the people who write the laws are the ones supposedly being motivated to compromise, they could compromise by changing sequestration, or passing new laws replacing everything. Personally, I think it's more political blathering they can use to bash each other with.
