There are a number of reasons, so if you want the sub to count or you want to be made to count, pick one that fits you!

As mentioned, it can be a way to keep the sub focused and not allow floating into subspace, because if the dominant is paying attention (which they ought to be doing) it is easy to recognize the sub losing focus as they lose the count.

If you make them count strokes without telling them how many there will be, you can watch the sub anticipating a stop as one approaches 10's, 20's, 50's, etc. Then they may despair a little when it does not stop. A sadist may enjoy this. It works quite well when the sub is blindfolded and can not anticipate which stroke will be hard and heavy, which stingy, which soft and silky.

Mindfuckery can be fun to give and to get.

If you tell them 10 strokes, but neglect to tell them 10 with each toy I choose to use, the sub may get angry and struggle.

If the sub is a heavy masochist, he or she may push into the last few numbered strokes with a toy t5o get the most out of it.

And of course making them count is another way of making them obey.

There are LOTS of other reasons we could use.

Personally, I dislike the count protocol as it impacts my enjoyment of the scene as well. She may go into subspace, I may go into a Domspace version as well.
Practicing the protocol keeps me in a stronger mental control of the event as I am required to focus more. Others have stated several good reasons for the procedure.

Doing it is common by many in the group play parties that I participate in. I do agree that doing something to make the target loose count can be part of a fun game.
I have not observed this in most of the porn that I watch that flogs or spanks.

I ran across it fairly recently, it was a study, not a mainstream therapy, nor will it likely ever become one here, since it's not in the form of pharmaceutical among other things.

Owe. I always say I am a wimp but then my husband reminds me that I walked around for a day and a half with a ruptured colon then peritonitis. I just hate that I haven't always been a wimp. I was as masochistic as they probably come when I was in my late 20's to mid 30's. After not playing for so many years after breaking up with my ex Dom, I just stopped playing altogether since I was in fix-up mode and wanting a real committed loving relationship.

Now I'm starting out from scratch and in my 40's. It sucks. The body just ain't as tough at this age!

Oh I hear you. There was a time I was tough as nails and hardly anything phased me. I am only in my late 30's and not only am I a wimp but I get all weepy over things I never used to before. I hate crying. I used to be able to hold my breath to fight off pain or getting all weepy. It doesn't work anymore. >.<
