I think it takes some understanding of the 'sissy world' to understand what the OP is looking for. Keep in mind that sissies don't want to be women, they are into the humiliation of being a 'sissified' male, of being not male or female but a sissy...part of that if I understand it, is that as part of being a sissy that of course, a sissy will have a tiny penis, a further sign they aren't a man.....it is how they see themselves. I have heard leaving a cock in chastity any length of time will affect its ability to get fully erect, but not sure about that, can't say that works or not. One way I can almost guarantee you will work is to take anti androgens like spiroaldactone and female hormones, it stops you at first from being able to get an erection, then it causes the size to shrink substantially (the 'shemale' porn stars often are not on hormones, or they take them in ways so this doesn't happen, in standard HRT, it does). In theory you inject the penis with the enzyme that stuff like viagra blocks (call it 'anti erection enzyme'), but don't even know how you would get that.
Interestingly, the other things that causes the cock to shrink is anabolic steroids, which seems counter intuitive, but apparently, a lot of the body builders and such that take that stuff have real problems with size, it makes their balls and cock shrink (I believe the reason, if I remember correctly, is that taking articifical hormone like substances like that cause the body to produce more estrogen, which gets stored in the fat cells, and can cause the effects I am talking about)
