After watching the video, I am sure this was some sort of attempt at humor, and not to be taken as serious.

Of course if some American congressman or woman stood up to say this, even as a joke, it would immediately be made into a bill, sent to committee, have funds appropriated for it, and passed unanimously and sent to the president, who would then sign it.
