Not a long read I think it's a good idea for background check information being up to date and easily checked (through proper channels and for proper uses). I think the compliance forcing method will be an issue, though. I interpreted it as the State will lose money from a different funding source other than this bill. With the threats of loss of MedicAid funding for those States that didn't comply with the Obamacare MedicAid increased enrollment initiative setting the precedence that they can't take previously promised monies if the States are complying with what those funds were initially intended to be used for.
