I don't see why not. Switzerland which many pro gun owners point to as an example of a country with lot's of guns and low crime do have a laws regulating guns even ammunition, for example:
The arms, essential components of arms, accessories of arms, ammunitions and components of ammunitions must be stored with caution and must not be accessible to unauthorized third parties.
Only specific military units are issued ammunition and that is limited to 50 rounds 5.56 mm and/or 48 rounds 9mm. The ammunition container are sealed and inspected regularly to ensure that no unauthorized use had taken place.
The sale of ammunition is subsidized by the Swiss government and made available at the many shooting ranges patronized by both private citizens and members of the militia. There is a regulatory requirement that ammunition sold at ranges must be used there. Ammunition are available for commercial sale, ammunition sales are registered at the point of sale by recording the buyer's name in a bound book.
