Not only is he more observant than 100+ cops combined, he's a classy dude.

http://news.yahoo.com/blogs/lookout/watertown-man-boat-donations-tsarnaev-121955549.html

From the above:

"The man who found Boston Marathon bombing suspect Dzhokhar Tsarnaev hiding in his boat—a boat subsequently riddled with bullets during a dramatic standoff with police—doesn't want donations for a new one. Instead, the Watertown, Mass., resident would like the money to go to the marathon's victims."

Very classy dude.....I wonder why they needed to riddle his boat with bullets? Did Tsanaev shoot at the cops? He was already bleeding and laying there

Made my donation to one fund boston, glad he could 'donate' his boat.

Um perhaps it was because ole Joker was a known BOMB thrower and may have been wearing a suicide vest like his brother?

Damn right I'd open up on him from a distance too.

From what I could tell from the pics, his boat is repairable.

If the boat was riddled with bullets, why wasn't the suspect?

I mean, do they "communicate" with flashbangs and holes in the boat like Morse code now?

You can put a hell of a lot of holes in a 22' boat without hitting a target hiding inside.

No wonder he didn't take the money to repair his boat and donated the money to the victims. That boat is worth a LOT more with the holes in it! He could sell it for a lot of money due to its fame, like the car Bonnie and Clyde were killed in. There are wealthy collectors who buy stuff like that.

If I remember correctly, Bonnie and Clyde's car was last sold for over 6 figures.

With the thermal cams they had, they could target him without missing. You can see him clearly with those things... just as a point of fact, not an argument

More observant? He only had to see that something was out of place in a small backyard that he knew very well, the cops were tasked with looking across an entire sector of the city.

I dont think its a case of the 100+ cops not being observant or observant enough.. he was just one block outside their search grid.. whoever decided how far the search grid went miscalculated.. but if he had not decided to climb into the boat and hide there (or attempt suicide there?), he could have gotten a heck of a lot farther away or even gotten away for good.. I am glad they caught the bomber and people can breathe a sigh of relief..

You might be able to see the target, but bullets do funny things when they hit solid objects, and a fiberglass boat has a lot of things going on within its structure. And like someone else said, they didn't know if he was packing explosives, and were probably 'softening' the target up before going in. Just my 2 cents on this matter.

He had no money
He apparently had no gun ( they had no way of knowing that)

He had been shot.
He wasn't going far.

If the homeowner hadn't found him that day, I have a feeling he would have found a REALLY unpleasant surprise when it was time to take the boat out in a month or so.

The thermal scan was from the FLIR on a helicopter. The weapons fired at him were from officers on the ground. They couldn't use the thermal to target.

Personally, I think the flashbangs probably did more structural damage than the bullets.
The concussion would crack structural members whereas bullets just poke holes that are mostly easily patchable.

Yeah, you could, but why would you?

I mean, if the point is to kill him, then a grenade does the job, as will a single 50BMG, boat or no boat.
If you want to see him, stick a webcam on a quadcopter or even just on a long pole like a boom mic.
If you want to communicate, flashbang grenades speak too loudly and carry only an expletive.
If you're worried about a suicide bomb going off, you shouldn't throw flashbangs at it.

All in all, this seems a better fit for the earlier statement about the police itching for a fight than with good tactics.

Or am I missing something important here?

IWYW,
— Aswad.

I wish this site would stopeating my posts.

Aswad. Part of your answer is here in a quote from my post.

"Officers from several agencies gathered around the Watertown house as darkness fell. The FBI was in charge of the scene, but there also were officers from the Massachusetts State Police, local police and transit police."
Might have also had BATF and Homeland security.
All those chiefs and all those indians and no clear lines of communication.

I didnt read anything before about what he had or didnt have.. if he had a gun he could have hijacked someone else and gotten away.. but its interesting they are saying now that he didnt have a gun.. I wonder how they police have come to the conclusion that the neck wound might have been a suicide attempt if he had no gun to shoot himself with..

I agree about the unpleasant smell if he hadnt been found.. I think I would prefer my boat being riddled with bullets to scraping & scrubbing a decomposing body smell outta that wood and fabric..

Well, the guy who initially saw him in his boat said he was already bleeding at that time, so who knows? He could have been shot during the shoot out he and his brother had with the police before he ran his brother over with the SUV.

I initially read reports though that said before they arrested him, there was another exchange of fire. Apparently, now they are changing that. I think all the conflicting information is more the journalists reporting the stuff than it is the various law enforcement agencies.

So that's what you roll out when there's a situation so serious that it calls for that kind of manpower?

Given the amount of spending and manpower devoted to homeland security theatre, I would've imagined there would be procedures and protocols in place to deal with what to do in the event of an actual emergency. The kind of situation you are describing would be more of a boon to a competent attacker than a hindrance. Don't get me wrong; we're no better at it. But we're 5M people and like 35 homicides a year, without a target painted on our back, and with a persistent illusion that it can't happen here having been the case for officials and police since the end of the occupation.

IWYW,
— Aswad.
