Teeth.  It's all about the teeth.  If they are yellow or yucky....I'm not kissing that mouth.  Immediate turn off.

Eyes first - always always always.  Then smile/lips (which, of course, includes teeth).
 
After that, its the voice - there's simply something primal that grabs me and shakes me internally about a truely deep, sensuous voice in a man.  If I don't like the eyes and smile though, the decision is made before I ever hear the voice.

It depends, obviously.  If I happen to see them for the first time from the rear, then the first thing I notice is the ass.  If I happen to see them for the first time from the front, then it would probably be the face.

Their eyes (they really are, for me, the "window to the soul"). Then their voice (some people's voices, I find, really are just down-right sexy. Plus, what they actually say with their voice can be very sexy too, (even if they're not talking about anything sexual). - Susan

I notice the face first, particularly the eyes, mouth and hair.
Long hair is a definate fetish for Me, both in women and men.
When we shake hands, that is a good indicator of confidence
and personality.  The general body type should be aesthetically
pleasing.  The voice needs to sound like an adult, not like a squeeking Mouskateer
or coyote love.  And last but not least, the ass should be firm and round; 
not flat, not saggy and not threatening impending
explosion from the pants they are wearing.

My 2 cents... I'll add to the eyes club, of course, but the clothes do make the person. I like thin boys, and somenoe dressed either like a professional or like a skater is going to get my attention every time.
The voice is a great perk, there is nothing quite as sexy as a southern boy saying "Yes Maam" *chuckle*

Eyes and smile, unless, like Lam said, I'm looking from behind at their ass. If they have shorts or a skirt, I study the legs....... and the feet *wiggles both eyebrows*.

I just take in the whole person. Then, I'll study his hands.  If I can't visualize his hands on my body, then he ain't gonna get close enough to put them there.

Presence. Aura. If the air around them seems to want to get away, or be closer. Hell, I'm not sure how to define it, but it's there with their back turned. Then, eyes. After those two, everything else is just window dressing.

part2.  Posture, hair loss, double chin, crows eyes, dentures, wrinkles, ..i size up the frame of mind and wonder what their world is like. I wonder about deceased loved ones, missed opportunities. I grasp if they are on medication, drugs or booze, or mentally...ill/ect.

I wonder the blows life had dealt them. I wonder about the finances. Job security.

1.  Height. 
2.  Face as a complete picture, how all the parts fit together.
3.  Hands.   How they'll look holding a belt.
4.  Forearms.  How the muscles will flex as the belt is wielded.

If I can get a taste of the voice and a peek at the personality, great.  But as I'm unavailable, I only window shop and I'm perfectly content to let my imagination run wild.

I always thought I was a butt and leg man from the rear view and just general attractiveness of the face from the front. However, my ex-wife insisted I noticed her breasts first, they being nicely proportioned and perk up and say hello, before looking at her face. I used to think she said this because her breasts were one of the few things she liked about her body. When the mother of my second daughter said I noticed her breasts first or the lack of them before I looked at her face, then I guess the evidence I don't consider breasts first goes against me.

Both said they would normally be insulted and have little respect for a man who looked at their breasts before their face. Maybe I've got an endearing leer?
