Well, legally it may be okay that things are decided in non-public. There are reasons for that. And not all proceedings follow Robert's Rules. Again, maybe they have to where you are, but here they can choose to or not, as long as their practice is stated. If they are meeting in private about things that they shouldn't be, you can most definitely bring them tumbling down on that, even if nothing else. I'd join in if I lived where you are. I need a good fight.
