Okay ever piece of mail that goes through a postal service sorting machine is photographed. True.

This has been going on since they first automated the mail sorting system.

Guess what, other countries do the same damn thing.

There is an actual reason for this, if the scanner cannot determine the addresses on the piece of mail, then the photo is used as a tag so that the article can be manually sorted, and sometimes even that doesnt work, hence the dead letter office.
