Sounds to me like the ERA, proposed in the 1970's.

Ive always though each case should be decided on its merits. My hubby got custody of his minor kids back in the early 80s, ,
Ive never had to go thru it, thank god.

Agreed. And if an amendment is to be made, then let it be one that states that individuals shall be treated on their merits, not on factors with no bearing, rather than stating that men and women (or any other groups) shall be treated equally, without an eye to their merits as individuals. That would eliminate any number of past and present issues without introducing the "tyranny of equality" that we see in (e.g.) Norway. The rest can be resolved with research into merit.
