*rofl*..now there is dangerous electrical play. Though the guys on mythbusters did that one (a drunken man supposedly peed on the third rail and got electrocuted) and found it didn't work, piss wasn't conductive enough.

Indeed, however piss mist isn't a great conductor. What they found is that (unless your a horse basically touching the rail to pee) the stream is too broken up to be an issue.

Could you walk me through where you need to pierce the skin in order to produce this blood boiling effect?

I think he is, vaguely, and I mean really really vaguely, referring to the process of blood boiling when being electrocuted. I give you this referenced quote:

Many years of scientific experiment have gone into making electrocution the refined art it is today. Claiming the latter was too dangerous, Edison thought to prove his point graphically by equipping Sing Sing's new electric chair with one of the competition's AC generators, an application for which it proved to be admirably suited. Unfortunately, upon being presented with their first prospective victim, one William Kemmler (he had murdered his girlfriend), the executioners seriously underestimated the amount of juice required. They burned him for a mere 17 seconds, at the conclusion of which Kemmler was still twitching slightly. If that's true, will my home electrolysis unit potentially cause that too?

After all, it's powered by a 9v battery, and the process basically entails sticking a tiny metal probe into the follicle and zapping the shit out of it. I've various times accidentally stuck it to deep and drawn blood, which means that I've basically had a 9v battery directly in contact with my bloodstream.

So far I've noticed no ill effects, despite doing both my armpits, and nipples with this thing (as it's approved to use for by the FDA).
