Is it okay to use twitter for advertising?

Specifically, can I create an account for a business and then send out tweets like "Special on Jewelry, half off today!"

That's probably 90% of the tweets sent every day. You do need to follow the rules and not spam people.

So, if I understand this correctly, there is nothing wrong with asking customers to be followers so they can learn about specials and deals?

Absolutely nothing. It is their choice to follow just don't spam them with hundreds of messages a day or something like that.

Yes. Every business imaginable uses twitter for just that. Hell, I get advertisements from Target on my twitter account.
