It's all part of the ability of govt. to marginalize people, certain people that is, to essentially remove them as productive members of society. They then find every way they can brand them all as criminals.

No jobs, no education, no vote and likely destined to a life of crime. That way they can continue to lock them up and now even incarceration is going more and more private as a profit center most of which claim exemption from the constitutional protections of prisoners.

Chomsky 101, you either produce a profit for yourself or somebody else or you can just go to jail...or die. Being black and poor just makes it easier.
