If you're talking about the prohibition against alcohol, it's because Congress did not have the authority to outlaw it. And, I'm not sure Wilson would have signed it if they did. Had they done so, the Supremes would have ruled it unconstitutional. The President has no official say in amending the Constitution and the Supremes cannot rule a constitutional amendment unconstitutional.

I agree with this except for one little detail. Marijuana is one of the easiest plants in the world to grow. It wasn't nicknamed "Weed" for nothing. It can grow wild in all 50 US States and in most of the rest of the habitable world. Once it's legalized, regulation (and the accompanying taxation) will be impossible. The good part of this is that legalization will completely destroy the marijuana market. In all the places where it's easy to grow it, a very large percentage of potheads will be doing so and the vast majority of them will be growing much more than they themselves can smoke. They'll be supplying everybody else who smokes it at a price close enough to free as to be indistinguishable.

I think you're asking the wrong question. What, exactly, do you think the problem with this "super strength weed" is? Do you imagine it'll get people stoned? Yeah, I'm guessing that's the point. So what?

Now... if we want to address actual problems we could start by talking about drug related crimes (which are largely driven by drug related laws). We could talk about addictions (which have little to do with drugs). We could treat the problem scientifically rather than morally.

By the way, if I were looking to "draw the line" somewhere based upon something like facts, I'd be looking at big pharma and prescription drug abuse. I'd be jailing the CEO's and the doctors. I mean seriously, we are pushing OPIATES into the hands of millions for profit and almost entirely above board. It's a big problem in the US and low-hanging fruit since we know where the production and distribution channels are.
