Thanks Misstoyou! I dont know why I did not see that earlier. My attention span is spacey. ADD/ADHD. [flavor of the day ailment-lol] They do understand that people vote. If voters are noting their actions- they might be less reckless. [sorta like slowing down when driving after you see the cop car ;-0] You know we havent heard the phraze "unfunded mandates" latrely. Wouldnt the Iraq war be that? --hmmmmmmm. What a mess. They are so out to lunch with funders of their campagne, [corps]-----

No Dude I meant one where each individual states legistlature could be Monitored by peoples from thier district
