The past few days CM has been running like a slug for me. And dropping out frequently.

What I find hilarious is that this site is running on Windows and IIS. OMG, there is you number 1 reason right there. Still judging by the site and how its still in the 90s and the inability to stay ahead with certain design practices and features from other sites..... I doubt the technical ability or money is there to upgrade the site.
