There are ways to defeat Caller ID blocking. It's now actually quite easy to sign up for a service that will reveal blocked numbers, so the method should not be relied on for any real privacy.

I just don't think the majority of people are all that smart enough to figure out even how to find where a person is located let alone much of anything else. Most people really are just not that adept at technology.

You're right in that the majority of people aren't, but there are those folks who have the kung fu to do it. I worked in collections and have had dealings with PIs who contract out to guys who fall into the HNG spectrum who can do frightening things from their mom's basement. Never say never.
