I would prefer that we not use our miltary, at all, in a civil war, considering how well that's worked out for us in the past. I would like to take this opportunity to do something that I don't think I've ever been able to do, before: I would like to commend the president for the fact that he seems (and I stress that word because I know we've already had ground troops in Syria since my son was killed there) to be going about this next step in the crisis the correct, constitutional way. You have my most sincere condolences. I also agree with you that the President is taking the appropriate path by going to Congress. Whether he's required to or not shouldn't matter to anyone. The fact is that this decision is important enough to warrant the Congress having the opportunity to express their thoughts. This is how responsible leadership is done. But I'm only giving him 9 out of 10 since this also seems to have been a last minute thought instead of a modus operandi.

See Residence Act of 1790 and An Act Concerning the District of Columbia 1801. Maryland would be more than willing to get her land back and the tax revenues that go with it though...and then Washington, MD would have it's voting members of Congress.
