Clearly it is a country song dealing with a truck driver who's cheating wife was run over by a train while she was walking the dog. And people wonder why I listen to 80's rock. The reason is simple, growing up I was subjected to Ray Price, Conway Twitty, Loretta Lynn, Johnny Cash, Tammy Whinette, Porter Wagner, etc.
