I'm sure I can stop by the local fetish boutiques to buy leather off of them, but is there a good online shop to buy stock leather and accoutrements to make my own toys out of?

For toys like restraints, include belting leather in your search. eBay is a nice place to look for small quantities and inexpensive pieces of leather.

Tandy is a fantastic place to start. They offer a wide selection, I've never been to one that wasn't helpful, and offer regular classes on all types of leather working.

Especially for heavier leather pieces I agree that Tandy is a good place to start. If you are looking for smaller pieces of more supple kinds of leather you might want to think "inexpensive". Go to second hand and thrift shops and look for old leather boots that still have good leather uppers, and look for leather purses and things of that nature. For things like buckles, brads, rivets, etc. most horse tack shops will probably carry that kind of thing for harness repair. Also, if there is a saddle repair shop you can get usually get leather from them, but it will probably be more expensive.
