"Shutdown Hurting Intelligence Efforts, Director Says" "At a hearing of the Senate Judiciary Committee on Wednesday where the director of national intelligence, James R. Clapper Jr., was testifying, senators of both parties expressed alarm about the impact of the government shutdown on intelligence gathering. Roughly 70 percent of the intelligence agencies’ civilian employees have been furloughed. Mr. Clapper said the government had to furlough employees who were not working on situations where there was an “imminent threat.” He called the situation “extremely damaging” to intelligence agencies’ abilities to support military and diplomatic efforts around the world. Raising the prospect that foreign intelligence services could try to use the financial pressures put on employees by furloughs to recruit spies, Mr. Clapper said that the damage was “insidious” and would “accumulate over time.” “Each day that goes by,” he said, “the jeopardy increases.”
