I tried the trick of reading scores of posts to that Yahoo group by the Mystress World lady, and I do get an idea of what she's about.
It seems, on the face of things, if we remove the financial aspect (which changes everything, I know), she appears to recruit two types of paying customers.
1. Dommes who apparently train subboys, first online, and then in real time.
2. Submissive males, who learn the rules of engagement through a multi-step regimen
Nobody seems to know for sure, but, it seems that the males pay repeatedly to "move up through the levels", culminating, one would presume, with what they call IP (in person) service to what they call the "DC" (Domme Corps).
It's not clear whether the female Dommes pay for the privilage of both training and then owning the males, but, one would presume they do. Certainly they "bid" for the initial training of the males once the males complete their application - that much is certain - but exactly what (money?) they bid is not stated in the Yahoo groups messages.

While, in retrospect (and after discussing this offline with the posters above), there don't appear to be any TOS violations in the original missive (not youth, not bestiality, not racism), there does still appear to be some kind of racial bias toward black Dommes throughout the posts that I read, e.g., in that same URL you see:
