I have seen it mentioned that the powers that be have a way to ban IP addresses. Is this possible?

"sybil" was/is posting excrutiatingly long threads in the off topic section.... he (personally I think it's a she lol) has done so under fresh names for months now, always on the weekend... often diatribes against America, and guns, and non-liberals. It's a regular that's doing it, they know too much of what goes on here to not be.
