Absolutely legal. You can PRETEND to be anything you want. Slavery is illegal, but we still have "slaves" in the bdsm world. Beastiality is illegal but we still do Puppy Play and Pony Play (because PRETENDING to have sex with an animal is not the same thing as actually committing the act.) Pedophila is illegal but PRETENDING to have sex with an underage person is not. You get the drift? If you're worried about legality, there's more important issues. In some states, homosexuality, anal sex, and oral sex are still very much illegal. Thankfully, we are not yet at the point where the government can punish us for our thoughts. You can pretend somebody is anything you want!

NO, it is not illegal for an adult to play that they are 11, or even younger, it is illegal to involve someone that is not of legal age in anything sexual, as Caretkr already stated

There are laws about sexual conduct, about physical punishment and a number of other things, but the fact that people are pretending to be other than their biological age isn't a problem... yet

As stated in many replies, 'playing' anything you want to be is not illegal provided all players are of legal age. You can play a murderer and never actually murder anyone.... Is it legal to murder anyone?... of course not... hence the operative word 'play'
