The older woman is the Brigadier's daughter Kate Stewart. The girl wearing the scarf is credited as simply Osgood. It sounds like she is saying mom when she runs up to Stewart with the call from the Doctor but it could be she's saying mum instead. Tivo is a wonderful thing.

I should have stated "I thought Kate Stewarts daughter was wearing it:)"

Kate Stewart being Brigadiers daughter and the girl wearing the scarf was Kates daughter, therefore the brigadiers grandaughter.
I thought that she might be the 4th doctors daughter, or it was just a prop from the 4th doctor to make people go hmmmmm
Like using Coal Hill as the school in the first couple of scenes, which has been used numerable times going back to 63

I think Ive seen parts of it, I managed to find a program the other day that let me watch the show broadcast from the beeb and watched the after party and a couple of other things.

Now to find other UK shows to watch ( Im homesick)

The opening scene with the bobby's shadow and the junkyard sign mirrors the opening of the very first serial back in 63.

Honestly it reminded me of dixon of dock green, but yes,
I was only a year and a half when the first one started altho my parents watched it and my mum said that, when I talked to her *shes still a fan*
