Three things wrong with that, right off the top of my head (and I had been drinking.) 1) They were there TO BE SEEN! That's why they were protesting in the first place. What was there to spy on? 2) Why use such complicated measures when they were in D.C., at the frelling street the Capitol building is on? They would have just used cameras on all of those buildings they were passing. 3) He was in electrical engineering in college at the time. A dragonfly device would not have the battery power to sustain flight for more than a few seconds. He should have known that from his studies if he wasn't too busy protesting. Answer to all of those? He was smoking something that he shouldn't have been. And a lot of it.
