There would have to already be proven programs working in that area for you, that the fed programs can partner with. There is no successful program available to rehab drunken cretinous shanties. Maybe read up on the program and see how you can get in on it.

One reaction to "promise zones" could be to show the government finger and to create our own promise zones. There is grassroots potential that can be utilized. The only problem is people have been functionally lobotomized, turned into mindless zombies.
