You can get insurance for anything if you look hard enough. Insurance companies are really bookies hiding behind suits and ties. They bet you that something isn't going to happen and have to pay off with odds if it does.
BTW, after you get the volcano insurance you might consider alien abduction insurance.

The only "volcano" in Georgia is a mud volcano that is caused by decomposing plant material. The last true volcanic activity was about 2 million years ago.

You can even get "being hit by a meteor" insurance too. If you are paranoid enough.
MercTech described insurance correctly, even though it sounds uncouth. They spread the damage across many people and take a bit off the top.
I'm guessing that volcano insurance is a good deal cheaper in Georgia than it is in Hawaii.
