I realize that a fetus starts off "female' (so to speak), and then the genitalia form, but looking at these photos, a clitoris seems to be extremely similar to a penis.

Is a woman's clitoris really the same organ as a man's penis?

The reason it matters greatly is that to know a woman is difficult, but, if a woman is really like a man, then to know what matters is easier since men are so simple by way of comparison.

They are quite similar, BUT the male's nerve endings are all over the penis, while the female's reside in the tiny clitoris.

That's a significant difference in terms of sensitivity. Some don't know that the tip of the clitoris is like the tip of the iceberg, there is a lot of clitoris deeply embedded below the skin.
