I’m making a fellatio/pussy collar from a pair of large-size ankle cuffs and a 2.5 inch collar (all in fetching and racy red leather).

I expect most readers here will be familiar with this device, but if not the principle is simple: the cuffs are worn near the top of the dom’s thighs and the collar fixed around the neck of the sub. The collar is attached to the thigh cuffs, usually with leather straps but I’ll come back to that, and the sub’s face manoeuvred towards whatever lies between the dom’s legs for some detailed attention. I expect you get the point. :)

In making my version I plan to use chains instead of straps for linking the cuffs to the collar as they are more dramatic and I like the idea of the clinking sound they would make as the sub’s head moves during its work! What I am looking for is a clip to attach the chains to the cuffs that would allow the chain to be “reeled in” but having some sort of ratchet to prevent the sub from moving their head back (unless the ratchet is released). This would allow the delicious scenario of pulling in the sub’s head click-by-click until (for my situation) swallowing is no longer optional, but mandatory. Fiendish eh? (All fully consensual, of course). Any ideas?

Wearing some kind of ratchet mechanism attached to your thighs doesn't sound particularly comfortable. I'd suggest having the chains terminate at the thigh cuffs, pass through a ring at the front of the collar, crossing over, and then have your mechanism mounted at the back of the collar.

As for what you could use... cogwheel mechanisms for light ball chain are available for use with vertical blinds, but I suspect you'd want a more durable chain than that. I'm at a loss, without knowing what sort of chain you're planning to use.

Me, I'd just use a light braided rope. Modestly sized unidirectional camming mechanisms for rope are sold for use as cleats on sailboats.
