It can mean different things to different people. It could be just having a dog or cat-like personality and enjoying being somebody's pet (and being someone's pet can manifest in different ways too.) It could be at the extreme end of the spectrum where they take on a role/persona as close to a real dog or cat as possible and roleplay/live that as someone's "real" animal pet. I personally don't identify as any specific non-human animal, but I do strongly identify as a pet and I do identify most closely with the canine mindset/personality/behavior. What that means to me is just that I belong to my Master as his pet: he owns me and takes care of me and I please and obey him and am his companion. I feel most dog-like in personality because I'm very affectionate/"clingy," my owner is my world, I am excitable and eager to please, etc. I just have a very dog-like personality all around, and a lot of people have told me I am dog-like or remind them of a dog, and I get along really well with/am very in-tune with actual dogs. So I kind of feel a close identification with dogs. And play-wise, I enjoy a lot of "pet" or "dog" kind of activities: Going for leash walks, getting petted, getting fed from my owner's hand, chewing things, chasing things...it actually all feels very natural and "right" to me, and that in doing these things I can be who I really am. As for how you know if you yourself are a "puppy" or "kitten:" Really only you can decide that. Do you feel like you are one? Feel like the label describes who you are or your style of play or submission? Then you are one. It can be different for everyone.
