What is the best kind of whips that sting but leave hardly any marks

The ability to not leave marks has more to do with the person wielding it, not the type of instrument used.
Usually, a whip with thick strands will leave less marks than the thin pointy strands.

It really is a lot to do with the wrist, and not a lot to do with the whip (unless you embed that sucker with love trinkets like fishhooks or crushed glass).

The style varies by person but I think, by and large, if the goal is to not cause damage you want to keep the wrist loose instead of snapping it. A sideways stroke will also carry less impact but DO NOT aim low. Kidney strikes are a good way to cause bad things to happen.

If you want to practice, improvise with something that has the right feel to it. Myself, I would buy one of those dangly cat toys with a stick and rope to dangle a stuffed catnip toy. Pull the toy off and use the rest. But, whatever works for you.

I would also encourage you to go to see demonstrations and read up on the proper use of a whip as well, because let's face it, I'm a faceless flake on the interwebz.

Whips require a lot of practice. Set up a clothesline and pin playing cards to it. When you can barely ruffle the card and not damage them, every single time, then switch to tissues. You really do need that level of expertise to be a safe whip handler. And expect this to take up to a year if you can only practice a few hours a week.
