Honestly, it's really hard to determine quality unless you have the opportunity to handle the equipment itself. The more stuff you get to handle, the better you'll get to know the makers and you can then order with more confidence online. Generally speaking, if equipment is really cheap - it's not worth wasting the money on - it won't feel good - if it's a flogger or whip, it won't throw right, etc. Leather really varies greatly in quality and feel. So really - you can look around to see if there is a reasonably close BDSM store to you where you can go look at some goodies first hand; as you get involved in your local scene, you'll make friends who are more experienced and you can ask them to walk you through their equipment. Even ye old local sex shoppe probably has at least some kinky items (although usually of the cheap crap variety). If you do want to have a look at what quality items cost, have a look at flogger.com, thelondontanners.com and detailstoys.com. Those are toymakers that I've bought from consistently over the years who always have good quality toys and are fairly priced.
