I guess for the same reasons torture and outing a CIA field agent didn't. There are impeachment articles drawn up against every president. They never make it out of committee (Clinton was more hated) because they will never survive the senate.

Obviously, lying about a blow job in the oval office is much more important than lying about WMD's
