What does TPE mean?

TPE=Total Power Exchange

This takes place once a Dominant and submissive (should) have negotiated their terms, discussed their deal breakers, set boundaries and limits (Soft&Hard Limits) in advance, thus establishing the consensual framework within which they will operate.

The s-type (submissive, slave) offers his/her submission in exchange for Dominance, accepting his/her Master-Mistress' authority.
At this point, the s-type gets collared (optional as to symbolism) to represent s/he is now owned by the Dominant.
The Dominant offers his/her Dominance in exchange for submission, accepting responsibility to take on the leadership role in their relationship dynamic as to being in charge and in control,
and IMO taking protective care for the well-being and welfare of his/her s-type in their best interests.

Either party can withdraw consent to this D/s arrangement at any time with on-the-spot verbal notice (e.g. deal breaker).
In the event that they have executed a "slave contract," this is not legal and binding so it can be rescinded verbally at any time. It is more of a "gentleman's agreement" to honor stipulated terms.

As I always understood it Total Power Exchange is not solely limited to the traditional model of Master and slave.

For instance TPE in and of itself only defines the amount of power exchanged, not the time period for which it is exchanged.

Additionally as opposed to other types of power exchange where limits are set, total power exchange does mean or denote in effect a total exchange of power.

Otherwise its not total power exchange, its a limited exchange of power with boundaries and limitations.

24/7 TPE would be by my understanding to be the more traditional Master/slave arrangement in which one becomes collared, with other forms of power exchange falling into different titular distinctions such as D/s or Top/bottom etc.

I think you're right elise, and that the distinction (if intentional) is made with the 24/7/[365] terminology.

On the other hand, it would appear that individuals contemplating D/s, even for the duration of BDSM play scenes, use the acronym TPE rather loosely.
