I've always understood it to be the underside right below the head. My husband was uncut and this was a particularly sensitive spot for him.

Okay, seriously (if this topic can be taken seriously) . . . for the OP: I can't speak for every guy, of course but as for me - head more sensitive than shaft, underside more sensitive than topside.
