It's to limit the amount of spamming someone can do. Say I wanted to make sure everyone on this site knew about my Nigerian boner pills. I could write an ad and use a piece of software to post it to every thread over and over creating a huge mess to clean up by the time I was banned...unless of course there was some limitations on the frequency of my posting.

I always have to back out of that thread and re-enter it to be able to post. But yeah, I don't hunt and peck so I can type too quickly for the counter. It's a pain.
