With regards to foot fetishists and pussy/ass(oral) worship slaves, whatever elements of D/s or BDSM get thrown into the mix, are fetish-driven. Vanilla (non-BDSM) sex aside, wouldn't you agree that these are also Top-driven activities and pursuits? As in taking on the role of a Top giver and treating the fetish object as his bottom receiver, namely the fantasy Domme-Mistress. Where she does participate in pseudo-Domination Topping is still regulated by the fetishist's ritualized script, in which he directs, acts and choreographs down to the minutest detail. One could even say that by incorporating BDSM into his fantasy enactments, the fetishist performs the epitome of self-initiated or self-motivated Topping-from-the-bottom. None of this has to do with an actual D/s dynamic, when the Dominant is the one who gets sexually objectified or goes along with getting fetish-objectified.
The difference being that with a feminization fetish, the sissy is his own fetish object (and as with "forced" bisexuality), where his Mistress plays the role of Instigator/fetish agent--his fetish delivery system, which is how she ends up getting objectified in the process.

A guy with a feminization fetish but who is open to letting ME take charge? I'm all over that, so long as he knows bondage is my main kink, and f/fem is window dressing.
It's hard not to oversimplify or generalize in order to reach a fundamental understanding of where fuzzy lines should get drawn. Otherwise, in the scheme of things, whatever role the cis female plays is superfluous as to her Dominance; any willing female participant can do.
Btw, since bondage is nowhere close to my main kink (and neither is sado-masochism), and I am more Discipline-oriented, this and what I informally call my romance fetish with male as ardently masculine supplicant suitor, is probably why I don't get into these types of activities.
